Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of missile and drone strikes on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, diplomatic battles are waged: hopeful statements are issued from multiple capitals. Significant resources is allocated on managing specific proposals. By night, Moscow brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nighttime Reality
As the offensive developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a ability provided through up-to-date information. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to intercept incoming aerial threats roared overhead – sophisticated military planes provided to Ukraine by Western partners.
Soon thereafter, Kyiv's air-defence systems activated: defensive missiles deployed against a hostile projectile. This was a advanced protection mechanism at work, probably delivered by partner states. Every launch creates sudden vibrations, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: maybe the incoming missile won't cause damage this time, protecting urban areas from ruin and additional electricity failures.
Persistent Threats
Following this, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a defensive team – almost certainly Western-made equipment. Sadly, the bullets missed the enemy aircraft – it continued its flight toward its destination.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: several casualties, damage and utility failures in multiple buildings as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's vital need on Western support – a reliance that European nations are demonstrably unable to replace in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.
Every new proposal from US leadership adheres to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually secure success. This pattern will, undoubtedly, continue.
Strategic Calculations
It is easy to blame specific actors of persistently promoting Kremlin's demands. But that does not seem to be the whole story. US administration operates on a assumption well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The White House believes that it is unrealistic to compel Moscow to relinquish the territory that it presently holds in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does minimal to deter Moscow, through diplomacy or military means, from believing that the current condition will not shift further in its advantage in the near future.
Conflicting Perspectives
Therefore, the Kremlin is certain that time is on his side – that Ukraine and its supporters are nearing depletion. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but averting a complete military breakdown until circumstances change in its advantage.
Existing Situation
Factually, there are no real preconditions for a truce. Now, subjective factors are becoming relevant: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the flag against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their mission will now be much harder after recent developments, it remains highly unlikely that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they stand together and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, primarily depend on continued Western support.
